The NPR manual states that exercise does not grant citizenship

The data collected for the National Register of Population( NPR ) will not confer a right to Indian citizenship, says The new 2020-21 manual of instructions issued by the Registrar General and Census Commissioner of India for enumerators does not grant a right to Indian citizenship.


"Recorded nationality is as specified by the respondent and does not grant any right to Indian citizenship," the manual says, a copy of which was seen by ET.


The manual instructs enumerators that in cases where the nationality of individuals in the same household is different, they must "examine this question carefully to obtain the correct information for each individual." However, it says, "Do not enter into any argument about this (nationality) with the respondent. Please inform the respondent to give each person in the household the right nationality.



Data for updating the NPR will be collected between April 1 and September 30, 2020, according to a notification released on July 31 this year by the Registrar General of India.


Next time, people will be asked 21 questions, up from 14 when the then Congress government and the Census launched NPR in 2011. Between August and September, a pretest for NPR was held and responses from 3 million people were collected.


The new categories proposed for 2020 are Aadhaar (voluntary), mobile number, parent's date and place of birth, last address, passport number, voter identity cards,Number of the permanent account (PAN) and driving licence number.


  • Resistance by States :-

Information such as age, date of birth, sex, marital status, educational qualification, occupational activity, names and nationality (as declared) of father and mother were among the questions asked to respondents in 2011.


Union minister Prakash Javadekar After a cabinet meeting on Tuesday, he said, "Documents or biometrics will not be taken during the NPR process. Anything people say is going to be accepted."


NPR is a database of “usual residents” of the country and the government has said that it will not be used for the proposed National Register of Citizens (NRC), which is meant to be an official record of legal Indian citizens.


In 2015-16, NPR was updated in all states and territories of the Union, with the exception of Assam and Meghalaya, resulting in an electronic database of over 1.19 billion the country's usual residents.
