This month, Revenue Secretary Ajay Bhushan Pandey has said, the government will roll out a facility to issue online PAN cards instantly on furnishing Aadhaar details.
Budget 2020-21 has proposed to launch a system under which Aadhaar will instantly allocate Permanent Account Number online without filling out the detailed application form, as it sought to further ease the PAN allocation process.
When asked when to launch the facility, Pandey told PTI: "System is getting ready. So even this month.
Explaining how the facility would work, he said people can go to the website of the income tax department and enter the Aadhaar number. A one-time password (OTP) will be forwarded to the mobile number registered with Aadhaar. The OTP will be used to check details on Aadhaar. After this PAN is instantly allocated, and the individual can download the e-PAN card.
This will help the taxpayer get rid of the trouble of filling out the application form and submitting it to the tax department, and will also ease the tax administration process of sending PAN cards to the taxpayer's residential address.
The government made PAN-Aadhaar connection mandatory, and more than 30,75 crore PANs were already linked to Aadhaar.
However, over 17.58 crore PANs have yet to be linked to Aadhaar, as on January 27, 2020.
The final date for the PAN-Aadhaar connection is 31 March 2020.
On how the proposed' taxpayer charter' would work, Pandey said the idea behind it was that since all tax laws specify taxpayers ' obligation, the same was not listed for tax administration and that is what is being done.
"The whole purpose is' we should have a trust-based system' where honest taxpayers are not to be harassed, we should have a minimal manual interface, most of the problem should be solved online, the entire system should be very simple. We did faceless assessment, now faceless appeals, we are moving in that direction, "Pandey said.
In her 2020-21 Budget speech, Finance Minister Nirmala Sitharaman said that "wealth creators will be respected in this country and it is essential to have fairness and efficiency of tax administration to ensure ease of living and ease of doing business.
"We want a' taxpayer charter' to be enshrined in the Statutes through this budget.Our government wants to reassure taxpayers that we remain committed to taking action to free our citizens from any kind of harassment, "she had said.
